Switzerland sits outside PSD2, but UBS runs a self-service developer portal with a PSD2-style ecosystem (account access, payments, confirmation of funds) plus the Swiss bLink platform and a free QR-bill API.

Yes. The sandbox is self-service, so you can sign up and start calling it without a commercial agreement in place.

Which open banking standard does the UBS API use?

Proprietary: the bank’s own bespoke API, not a shared standard. Two banks on the same standard can still differ in the details, so read the bank's own documentation before you build.

How do you authenticate with the UBS API?

OAuth 2.0. Production access to the regulated endpoints also means registering as a licensed third-party provider with the bank.
